關於美台關係，美國故總統雷根有份《六項保證》。另外他還有份「遺詔」，專談軍售。這2份文件皆為美國政府處理台海議題時的關鍵文件，都鎖在保險箱裡。雷根夫婦在1970年代2度訪問台灣，對安定人心產生了莫大作用。如今雷根夫人南西辭世，也引起各界對雷根夫婦的感念。
1982年初，時任國務卿的海格與陸方建立《八一七公報》架構，雷根獲悉後非常不滿，但已定案。海格及其他「親中」派後來去職，雷根則提出對台「六項保證」，由時任美國在台協會台北處長李潔明向蔣經國總統口述。
當時美國政府的「親中」派另有備忘錄，主張限期停止對台軍售，但雷根拒絕簽字。相反的，在《八一七公報》之後，雷根祕密口授補充說明，其一，美國限制對台軍售係在台海兩岸軍事均?下為之；其二，如果陸方提升軍力，美國會協助台方相對應的改善。
對台《六項保證》原件鎖在加州雷根紀念圖書館的保險箱裡，外人須獲美國國務院授權才能閱讀。「遺詔」則鎖在白宮國家安全會議的保險箱裡，屬極機密性質。
李潔明在回憶錄中說，他赴台出任美國代表前，雷根在白宮召見他及家人。結束時雷根對李潔明說：「你要到台灣去，我要你知道，我喜歡這些人，我希望你了解這一點。」
1971年7月，尼克森總統的國家安全顧問季辛吉密訪北京，為尼克森在次年訪陸舖路，舉世震撼，台灣尤重。雷根當時是加州州長，也曾角逐總統大選的共和黨內提名未果，具有全國知名度。雷根偕妻子南西奉尼克森之請訪台，出席民國60年的雙十國慶盛典，也向台北保證美國與中華民國的關係不會變化。
1978年，卡特總統以及北京間的「關係正常化」即將實現，台灣頓時有風雨飄搖之感。此時雷根已經展開競選活動，再度偕妻子訪台。而在2014年，馬英九總統過境洛杉磯，特別走訪雷根紀念圖書館，感念他對台灣的長久情誼。
