正在巴拉圭訪問的蔡英文總統在當地時間29日下午與隨行記者茶敘，被問到有無可能向國人宣示未來不再出現類似以往被批評的「金錢外交」。總統表示，傳統定義裡的金錢外交早已結束，而且不應該存在，她指出，台灣已和過去不同，她認為不應該有這個問題。

過去台灣的「金錢外交」飽受爭議與批評，蔡英文總統在與隨團媒體茶敘時，被問到有無可能對國人宣示不會再出現類似以往的「金錢外交」。

總統表示，傳統定義裡的金錢外交早已結束，而且不應該存在。她並指出，台灣已和過去不同，她不覺得應該有這個問題。總統：『(原音)或許我們真的在過去的外交過程中，或許因為國家處境的困難，我們有一些外交的作為受到批評，但是台灣已經是一個很不一樣的國家了，我們現在做的每一件事情都是必須受到社會的監督、國會的監督，我們也必須要照法律來做，所以或許過一段時間你大概不會再問我這樣的問題。』

至於這次出訪有沒有未公開的捐款？總統表示，她說的只有2件事，第一是台灣獎學金名額從14位增加到28位，第二是會持續增加巴拉圭牛肉出口到台灣的配合，就只有這2件事，「我沒有告訴你的，就是沒有存在的事情」。
